CApABLE: a project to provide quality care and support to the elderly

CApABLE is an international project that helps increase the professionalism and efficiency of workers in the social care sector. Within the project, we will collaborate with international partners, organizations, and educational institutions to update existing policies, develop modern standards for social service workers, and attract new professionals into the sector.
Project Mission:
CApABLE aims to make the social care sector more visible and prioritized in European policy. Our goal is to ensure that professions in this field are recognized as prestigious, workers are highly qualified, and services are of high quality.
Why it matters:
Europe and Ukraine are experiencing population aging, which increases the demand for quality care for older people. At the same time, there is a shortage of skilled professionals in the sector, families face growing burdens, and the system does not always respond effectively to these challenges. This is why the social care sector requires support, renewal, and greater recognition at all levels.
Project Goals:

Improve policy tools to support the social care sector.

Develop a new qualification system for care workers, equipping them with essential skills and creating opportunities for professional development.

Address workforce shortages by attracting new employees to the sector.

Enable care providers (in public, private, and nonprofit sectors) to improve service quality through adapted methods and training tools.

Promote worker mobility across the EU by establishing a unified training and skills recognition system.
Key Areas of Activity:

Updating regional care policies: We aim to work with regional authorities to create policies that improve working conditions in the social care sector.

Professional development for workers: We plan to develop a new training system tailored to the sector’s modern needs — both for newcomers and those already employed in care.

Supporting care employers: Public, private, and civil society organizations will receive tools to improve their services — from work methods to staff upskilling.

Recruiting new professionals: Through campaigns and educational programs, we will encourage young people and career changers to join the social care sector.

Worker mobility in the EU: We want workers to be able to move and work freely across the EU with recognized certificates and unified standards.
